RE:Federal Approval in Q3?

Lots of chatter about Q3 approval on the board, but no futher comment on the financing plan oilwatcher outlined.
Oilwatcher, was this mentioned in a presentation from JO? Do you have a link to that? 500 mil in debt sound good, limited dilution.
