Confused

ConfusedHVU went up today to 5.56%. But the VIX went up today about 8% (last time i checked). I thought that HVU followed the VIX by a factor of 200%. So shouldn't that mean that HVU should have gone up by 2*8%=16%??? Could anyone clarify why this is not the case?
