You've got to be kidding me... Canada came theough the crisis because of banking regulations that were in effect a fact which had little or nothing to do with Harper! It was the bank of Canada governorship which was most responsible. He is not a master financier he is and was an arrogant A$$ who prorouged parliment 6 weeks after a general election to avoid getting turfed out which was what he deserved. 

As for his handling of the economy... he pinned all his hopes on oil prices remaining high... he wasn't a financier he was a gambler! I bet you even think he balanced the budget.
