If fuel is part of the contract, then STB would pretty much have to hedge their fuel in order to reduce the risk of fuel escalation.  The other side of that coin -- missing out on a tumble in prices.  Even if they hedge "low" princes for next year, we still don't know if fuel will be significantly lower ...
