RE:Franklin Resources Inc sold 8.6 mil shares
You are correct, things have changed since April 7, 2015 - they now hold 13.66% which I would not consider throwing under the bus.
This still doesn’t disclaim the fact that LRE major institution ownership is over 40% & increased dramatically in Jan./15 with Franklin Resources making a major acquisition. More interesting is where these common shares went.

VOTING SHARES AND PRINCIPAL HOLDERS THEREOF
As at April 7, 2015, there were 193,498,465 Common Shares issued and outstanding, each such share carrying the right to one vote on a ballot at the Meeting. A quorum for the transaction of business at the Meeting will be present if there are not less than two persons present at the Meeting holding or representing by proxy not less than 5% of the shares entitled to be voted at the Meeting. The Board has fixed the Record Date for the Meeting at the close of business on March 31, 2015.
To the knowledge of the directors and executive officers of the Company, as at April 7, 2015, no person or company beneficially owned or controlled or directed, directly or indirectly, voting securities of the Company carrying more than 10% of the voting rights attached to any class of voting securities of the Company other than as set forth below:
