Pilbara Minerals Limited is an Australia-based lithium company. The Company is primarily engaged in the exploration, development, and mining of minerals in Australia. Its 100% owned Pilgangoora hard-rock lithium operation is located approximately 120 kilometers (kms) from Port Hedland in Western Australia’s resource-rich Pilbara region. The operation consists of two processing plants: the Pilgan Plant, located on the northern side of the Pilgangoora area and produces spodumene and tantalite concentrates, and the Ngungaju Plant is located to the south produces spodumene concentrate. It owns 70% of the Mt Francisco project, which is located 50 km south-west of the Pilgangoora Project and hosts the large occurrence of outcropping pegmatites located nearby to Port Hedland. It is also pursuing a proposed downstream joint venture (JV) for the development of an approximately 43,000 tons per annum (tpa) lithium carbonate equivalent (LCE) lithium chemical conversion facility in South Korea.

I understand your frustration.
This being said, yes, dividend.  But right now, it would be peanuts.   Would not be moving the share price.  Next year ?  I hope so when they begin to cash flow seriously.
Buy back ?   They just issued last year.   To get money the limestone project.
Bad ?  It stings as a shareholder.   However, this being said, I believe in Polaris case, that management are there only for the paycheck.  They have skin in the game.   The board also.  So, they must have seen something quite interesting.  The only thing that  holding this would be some first nations trying to play hard ball or not moving.   Eagle Rock cannot be started until the Tseshaht are ok.   And this has not moved since 2001 despite having  2 others nations on board.  So, it must be similar with the limestone quarry.
So they still need the cash, cannot buyback now.   And levering the company to buy back some shares is never a good idea
Polaris has to prove that they can extract a good price for their product.   Gee, not a good price, a great price and ramp up their production to 6 millions plus.  And make some real cash.   Amazing what you can do with cash in the till.   Then, they will move the needle on the share price.
And I ask you the question again as you seem to know the industry very well  :  what is the max price that Polaris can get for their product ?   USCR is selling  RM cubic yard for 121 on average.
Can we hope for 20 -25  for the best aggregate on the market   ?
