I can only base this on information I know about drilling for piles, which are what the majority of our buildings up here are on. The drillers do not like to drill during the thaw season as there is a lot of water in the ground so any hole that does go past the water table into frozen layer or rock fills up with water which greatly complicates the matter. I would imagine it must be even worse when you are trying to collect samples for testing as you would be bringing up a muddy mess rather than solid frozen masses of earth/rock. That and the fact they put down a pad of ice for setting up the drill. Probably why they drill either in the dead of winter or the middle of summer once the run off is over.
