Do you seriously think analyats are constantly scanning the minutes from U.S. county assembly meetings or local newspapers to get minute by minute coverage about what contracts are granted?

Get real buddy!

The market had no clue this was coming and they probably have no clue about when/how other contracts of this nature being granted.

Big government contracts make a big splash, but these smaller local government contracts are probably a lot easier to come by and margins are probably much better.

You have to ramp up production to get those big state and federal government contracts and you need to generate cash by getting these smaller ones to do that, which is exactly what Avigilon is doing.

7 years ago, they barely had $5M in annual sales.
