Just so you know, the market, as you call it, is basically made up of guys like you and me, and regardless of what you'd like to believe, or make other people believe, it not some magic god-like entity.
Bottom line is ,
THE MARKET only starts to know about most things when guys like you and me find out about them.
I'm not saying someone somewhere wasn't aware this county commisioner's meeting was being held yesterday since it was publicly advertised and so was the agenda, but it nost likely it was a must attend event fo anyone except the people who had to be there.
In fact, even if you had known about the meeting and had read the agenda beforehand, there was no mention of the contract amount there, so most people probably wouldn't have been paying much attention to it anyway.
