the veolia mou and the brownnoser...

the veolia mou and the brownnoser.....so the brownnoser who is always brownnosing made some fraud claims about this MOU between ORT and Veolia...i simply can't find this MOU anywhere, have i missed it and if so can someone point me where it is???...i have read in ORT documents reference to a partnership with Veolia that describes things at the million foot level but nothing definitive...i would be happy even with an MOU framework document...TIA..
