It is a an old trick used to scare in cheap stock and/or discourage buying. Whoever the bidder is is probably the offer too. Worse case scenario he loses stock at offer, but may gain some at bid and get the spread. Best case, no one touches his offer and cheap stock just keeps coming to him. Just someone accumulating. T
