Valid question, I think it would be to obtain some tax advantages that a CCPC can get (ie SRED credits etc.) + to keep patents etc out of the public eye. It rents space from the public entity but has its own employees that it needs to fund via a consulting contract with PHO. I believe PHO has no ownership stake, so it can't be consolidated up in to it. It basically frees them up to do whatever reserach they want, bearing in mind that they are dependent on PHO for funding. I get the question here but don't think its a concern.
