If you look and try to understand those documents you will see how difficult it is to obtain the permits; it is not a matter of 1 a4 with some rules, in fact those documents named in the latest news release are from 2011,
So they are already 4 years struckeling with it, hoping that they have the job done. But you never know if it enough with the Carlifornia regional water quality control board.
