only a guess but they need cash flow from deliveries to buy parts. Cash is short so production has to follow a reasonable burn rate vs deliveries. Plus they also have other planes to build so I'm guessing a tight rope walk between them both. They can't afford to have jets lined up like Boeing had with the 787.
