From my experience a R/S combined with a financing is never a good thing for old and new investors.  Reverse Splits never proclaim joy, they instead paint a picture of failure, so people tend to want to drop out a.s.ap.  Add in a toxic financing with heavy does of dilution where existing shareholders get burned even more, and that'll certainly scream management failed and their abilities to perform can't be trusted.
