Lot purchases

Quick question....I only just started trading CSE companies. I am finding orders that are not in multiples of 1,000 are never filled. Unlike the TSX or my NYSE holdings, say I put in 15,600 shares, I only get 15000 filled. Same when I sold (sold 4900 only sold 4000 on another stock).

Did I miss a tutorial on buying and selling non-board lots on the CSE or something? Hoping a veteran on CSE trading can help me out so I can get correct fills.
