Not sure what you mean by "refueling headquarters". What happened in Toronto had nothing to do with Air Canada employees. Consolidated, which fuels all the large airlines in YYZ will no longer exist. A "new" company which pays $14.50 an hour will be taking over, in Toronto. Similar situation happened in Yvr a few years back.
