This could be true, but don't believe it to be the case, imo.

That assertion is just an opinion based on the fact that I have seen this activity before. Lots of money being handed out but no results.
You might not realize but with little or no revenue the company could be struggling and finding additional people to provide some dollars might now be a challenge.
