Agree with you on those points 100% Ionade,
also a vast amount of water would be required to fill up all the Process Plants tanks and thickeners for initial wet commissioning to test pumps and plug any leaks, before adding ore to the system.
Might be possible to use the mine water for this purpose. Even if it's a bit dirty, they can run it through the thickeners and add a suitable flocculant to clarify it.
