This is the only part of your text that is incorrect. The rest is all true, however.
Saudi Arabia sells its oil at a HEAVY discount to WTI. Recently, the discount has been the highest in almost a decade. However, the shipping costs from SA to Quebec et al. are outrageous. Overall, it still costs less for Quebec to buy from SA and have it shipped it than buying from Alberta. Stupid? Absolutely, but that's how it is.
