Share Compression Strategy

Any idea what the effective date is? I can see grtting YPPN up if you think 5 bucks can mean a move to Nasdaq but with INT its hard to see it as anything other than a prelude to another dilution, If you have 30 some million sharesat 25 cents then is it just a ploy to quickly issue 15 million shares at 15 cents?
