Once orders start it will take a lot longer to barge 1 million tons than the full permit will take.

This shows me that HBK and clients are not concerned about wether they will be given the full permit especially as long as the present BC government is in place.

All that is needed are the engineering drawings and the application will be prepared by Jill who used  to work in the permit office and is now private. Jill is a pro and knows the ropes.

Also, HBK will have contracts that will require a larger permit which puts them in the fast lane once the application is put in.
Plus, no one is sure when orders will start and being financially prudent seems to me like good management.
