RE:RE:RE:RE:RE:RE:email to David V. (new arbitration)
I got a reply from David.  He said that the Kyrgyz government has been properly notified in every court case, adding that it doesn't hurt in such matters to have a former ambassador as a CEO.

David didn't answer the question about re-freezing the Centerra shares on the basis of the new arbitration.  This was not a surprise--I don't think he's answering any specific questions about recapturing the shares.  Still, I appreciate the reply.

I don't believe it's justified to be optimistic about the company solely on the basis of Caliunus' support.  Stans may well achieve a second arbitration victory, but this outcome would be virtually irrevelant in the absence of the Centerra shares.  Although the Kyrgyz government cannot form a JV with Centerra because of the existing freeze on 6.5 million shares, it can still sell its shares.  This may occur sometime after the November election.

It wouldn't hurt to know on what basis, if any, the Centerra shares can be re-frozen, given the company's lack of a recognized arbital award, and given the long time frame before a new arbitration court will render a decision.
