Because if they stop (they being the biggers players like CPG, SU etc), they can't pay their dividends or service capex costs or most importantly pay the management teams their big fat paycheck. Oil production is only going to go down when companies like LTS and PWT are forced to stop production due to insolvency - this stock is going to zero.
