I was referring to the smaller closer to city center airports that operate under noise restrictions. For example Pearson International versus Toronto Island airport. Land at Pearson and 15 minutes after disembarking you are still in the airport waiting for a cab or the train to take you downtown. At Toronto Island 15 minutes after disembarking you are partway through the tunnel and about to emerge downtown. There are other similar airports elsewhere. For people whose destination is the city center, reducing the travel time from the airport to the city center is a big advantage.
