If they force through an EIA quickly so that Petronas gives an FID and thus helps with the broad economic outlook (a huge win right before a vote), one of the main criticisms will be the risk to the salmon. Although as you pointed out it's small potatoes, this type of investment can't be seen as reactionary, it has to be proactive. That gives you an instant rebuttal to the accusation that you weren't considering the environment when your administration greenlighted a project that natives rejected for environmental reasons, even after being offered a billion dollars. Think of how that could be perceived by the broad public.

Doesn't matter what the private sector is doing, people will be critical of the Tories. They want to avoid that if they're helping to expedite an FIA, which is entirely in the hands of our federal government.
