The Company's downstream operations include upgrading and refining operations in Canada and the United States, and commercial fuel operations across Canada.

If there was a takeover coming then it would make sense for the buyer to wait until the layoffs are finished because buying out a company and then laying off a bunch of people looks bad. Having said that, CVE will be a pretty big bite for any company and there are a limited number of Western suitors. With all their heavy oil, government policy says that foreigners like the Chinese will not be welcome. However, it is interesting that CVE is showing so much strength lately relative to its peers. Perhaps the market does know something.
