Warrants are sweeteners,enticement for you to buy stock in a Company,most of the time they work well within the timeframe and sometimes they' don't as in this case.
If you look back there were many times when they could have been exercised and flipped right away for an immediate profit,especially during some of the big talks of Uncle Bruce where we traded in the millions daily,but it's also a gamble.
Many Companies when doing well after a PP prefer investors not to exercise them since they don't need the money anymore and prevents more dilution, in our case the opposite.
I highly believe there are no provisions to lower the price.
Icalled my money bag friends to make sure and they never heard of any case related to.
