I don't think you understand how radio works.
Civilian aircraft use VHF, which is line of sight communication. As soon as aircraft get to 350FL, which is the highest FL, then the range cannot be extended further than line of sight. And that range at 350FL is only 200 miles.
This means that every virtually every commercial aircraft is a potential AFIRS client for satellite communication only.
Plus, the fact that withouts AFIRS airlines have no idea where their aircraft are at any given time. Or how the aircraft is performing.
