If Blackberry has restricted that for security reasons, the phone will be panned immediately by every android blog on the planet. The Priv could be dead within 24 hours of release.

1. What exactly is that "unique key in the chipset of every PRIV"? Is BB planning to license that key to Google? Or does the key's effectiveness rely on something like an underlying QNX kernel?
2. Why exactly will BB be able "to patch vulnerabilities much faster than other Android smartphone makers"? What exactly is going on there?

BlackBerry has clearly come up with a unique solution. I'm convinced it's some kind of hybrid of BB10/QNX and Lollipop, and governments, militaries, security agencies, banks, law firms, and medical networks are going to love it.
