a bid by Rio Tinto, putting NXE into play, followed by a bid by either Cameco or Areva, or perhaps a joint bid? Rio and Areva have a bigger balance sheet than Cameco, however, if Cameco bid alone, Cameco has a shelf prospectus for $1 billion filed and could bid with a combination of cash and stock.....

All correct. If Cameco , Rio had to wait around for 43-101 nonsense they would be out of business. They retain their market dominance because they don't need things like BFS's- for-Juniors. Rest assured, every new hole at Arrow gets put into their 3-D model and probably they have a dedicated staff following Arrow daily- Geologists, GIS staff, Lawyers and Business Developers. They used to primarily explore grass-roots. Not any longer; it's a dirty hyphenated word. A few people sitting at a desk letting others do the hard work, depleting their funds.
My experience with these situations is they will all pounce at the same time, long before a PEA. The trigger will be the Uranium market. The resource, the mining aspects, etc are a done deal, obvious to everyone.
