RE:This is starting to smell...bad!!!I've lost track of time but it doesn't take 6 to 8 weeks for a minister to sign an agreement that's been scrutinized and approved by all levels in every detail. 

This is typical India corruption in play.   Like I said a few years ago...this guy is not gonna sign a piece a paper that will make a lot of wealthy men wealthier until he gets his share.  

I guess our team is struggling with this tradition...
