With many brokers allowing naked shorting you don't need to borrow. Sell on any bounce, cover on the piledrive and repeat. 3 days to settle a trade, as long as buys and sells match up no one cares. Brokers and shorters make a fortune. Almost impossible to stop.


Laws governing brokers can change that.  First don't allow brokerage to borrow their clents shares.
The markets are crazy.

Walk into a store to "borrow" stuff so you can pay for it when t goes on sale!  

Canada could turn it's market on a DIME if it put in stronger securties rules on naked shorts and instanteneous settlements.  Banks are dragging their heels on this because the brokerage side of the house can't regulate themselves!
