it won't happen for one good reason , citron has won already , if they start an action against citron then this will open up a can of worms that lots of institution will not want to have it ..
short selling is the bread and butter of institutions like banks and big u.s. financials institution .
this kind of action would affect them a lot .
lots of people want to ban short selling , but the scams and fraud as such would go unchallenged and people would still lose as is evident so far in this case which appears to be getting worse .
doubt you can't stop scams no more then the crooks in politics , it would take a revolution of world magnitude .
