They pay dividends (monthly for BBD.B or quarterly for BBD.D). In 2017 the rate paid on the dividends may be reset, based on the Bank of Canada 5 year rate).
The preferred can be called at any time by Bombardier at $25.00. That will NOT happen unless BBD sold most of the business.

The preferred B are reset as soon as the Prime rate changes. The pref D as you point out is reset every 5 years. Every 5 years the pref B can be exchanged for pref D and vice versa. As Pierre points out it's best to read the prospectus as the pref B also have a band where the interest changes as the price nears the par value of $25.
