RE:Capex and opexI have seen this approach in the past and it is always tied to a major announcement. I am willing to guess that there is already a deal in place that is tied to a PEA figure. 
Examples:
1) If the PEA is under $"X dollars" than a partner is already preselected to finance the program.

2) Or if the PEA is under "X" a major customer has already committed commit to a contract based on the price and subject to the development. However it is all hinging on the PEA price that must be completed by an independent source. AGC can then take this contract to just about any institution and obtain the cash for development. I believe that this is the most likly option and the customer would be someone like TESLA. In these situations the customer has nothing to loose but lots to gain. This was similar to what Tesla did with Pure Energy.

3) Now if the PEA figures don't support the contracted figure "X" you will never know. No announcement will be made and we will carry on independently to secure the financing to deveop the resouce.
