I'm not sure I get what you mean by that.

More and more, IT is involved in video surveillance purchase decisions, especially in larger organizations.

I don't think they need to make a big deal about the potential infirngement issue and consequences with these guys. They are all too familiar with it.

A brief mention in passing, using the right words, in a not too formal setting, is probably enough.
