Investors in this current market climate are unbelievably skittish and gun-shy and will see this news as the equivalent that the company is selling 50% of itself and getting $16 million in exchange. The thinking then will go something like...investors don't trust that Mgmt wont just squander that money in due course and that what you've effectively just done is give away half your company and half your future prospects. I'm not saying for one moment that I agree with that assumption but its what many people think of as their first reaction nowadays. I agree with another poster that if this was in the US on the Nasdaq for example, the stock would probably move up exponentially on this news and never look back. Sadly Canada is a very different market and full of daytraders and investors who will sell on any news nowadays, good or bad.
