Read up on "gaap to ifrs conversion", it's how the accounting is done diiferently between countries.  

Bottom line is, the market isn't buying the delays. Plays right into the hands of the short sellers.

Was that done on purpose or through incompetence? 

As I said, investor sentiment is at its lowest.  Different people act differently in that situation....

Personally, it feels like just another way to rip off the individual investor.
