I don`t have any detailed into with regards to permit situation, but this note from the last NR would suggest they are still waiting on the permit to arrive.

``This work is designed to better prioritize targets for a planned drilling program expected to commence once permits are in hand. The program will include a preliminary drill test of the high-grade silver RAM target....``

It could be that further details were required during the permitting process due to switching drill target priorities.  Originally, the first phase drill program targeted additional bulk tonnage areas (in the top half) - La Borracha, La Colorada North, La Navidad and Las Corolinas East Extension.  They still may target 1 or 2 of those areas during phase 1, but it looks like they are now focused on drilling the potential high grade targets (from the lower half of the current exploration area), such as RAM.  I would be surprised if they focused entirely on drilling the high grade targets during phase 1 (maybe start with RAM and La Nogalera).

I don`t know what is all involved to make this happen, with regards to permitting.  I don`t know if they had to submit additional info to get the high grade targets permitted for drilling also (if they weren`t part of the original permit application). 

I think they see potential for a bigger bang for the buck in these new targets.  From the Sept. 28/15 NR:

``The realization that the quartzite capping the mineralized zone may only be 60 metres thick opens up excellent targets along north-south and northwest trending structures in other parts of the district.``

The new La Cigarra model is predicting strong potential for rich (concentrated) mineralization to be located beneath the base of the hard quartzite cap-rock.  They are already finding narrow widths (1.25 to 1.50 width) mineralization within the faults going down (at RAM, found on the hanging wall side of the fault - open in all direction), which provides hints.  My interpretation is:  the model is predicting strong possibilities of good size pockets (or maybe pools) of mineralization concentrated just beneath the cap-rock.  Some could be trapped, especially at the edge of the anticline.  And, generally, it looks like the cap-rock may only be about 60m thick.  If so, the potential target areas may not be too far from the surface - we could find concentrated pockets rich open-pittable material, if we are fortunate.

This possibility is why I think they have switched the focus of the drill program.
