Or, another more simple explanation is that they see the dividend keeps being cut and they decide it must be bad. Quite possibly they don't really understand the stock too much other than that it's an oil producer and they keep hearing that there's an oil glut. So it come down to 'oil is bad, and my dividend just got cut again, that means I want to dump this one' with little regard for any valuation calculations or targets since they're unlikely to have any idea how to come up with any target at all using any method.
