Can NCU still do the underground first?

Can NCU still do the underground first?Does anyone know if it is possible for NCU to reach the milestones needed so that Red Kite would have to release the rest of the money they promised to loan NCU?  Is proceeding with the underground first still a realistic option for NCU?
