The little guy sells 52 week lows because he gets scared. He either doesn't really know why he bought the stock in the first place (didn't do his own DD, analysis, or create his own targets based on fundamentals that made sense to him), or forgets why in the hoopla of negativity at the bottom of the downward cycle. He puts his money into something else that is likely much closer to its own 52 week high because it is a 'much better and safer investment'. Usually that new purchase goes into its own downward cycle shortly after, and the process is repeated.
