Why are lawsuits still proceeding?

The NHC Special Commitee found NHC did nothing wrong, the words from the NR were:

"The Hopper-Davis report is further confirmation that the baseless allegations levelled against Nobilis are completely false."

Yet all the ambulance chasers are still filing the class action lawsuits. It cost money to do that so they must have some reason to proceed. Did the special commitee just say what NHC told them to say?
