Why is the short interest so high?

Why is the short interest so high?I'd be curious to know some good opinions about this. Obviously many people think this will still go lower, hence the large and growig short interest. I've heard of shorting as a hedging strategy, but besides that it makes me think they know something we don't.... I mean, why haven't they covered yet? How bad can things get? I'm assuming these shorters are hedge fund guys and not your average retailer, which makes it feel more unsettling to me.
