They know what they have to do but wont do it be more administrative on the sec rules but wont do it as to create bankrupt co  then come in with cheap money and takeover , its kind of criminal  , you lend them money then depress the price after all the ground work has been done  so as to bankrupt the co then take over at a fraction of the cost , all share holders lose , then build it into a bubble again then get the next generation involved , its been going on for over 100 years already.
