This idea of "unwilling or unable" seems plausible but let's not forget that the concept has never been mentioned by the company. They have said very little beyond being disappointed and still being optimistic, whatever that means.
We need to clear the next option hurdle before we can expect any further lack of clarity. Good people need to be compensated. BTW this is a great 2 yr chart. It is hard to close a calendar year out on a penny stock at the near identical SP to 12 and 24 months prior.
