I agree that they should not expand there for sure.  At least they should not increase their financial investment in Iceland.
But getting out is not so easy.  Firstly, only local pensions would be allowed to buy the assets and so they could pay below NAV for them.  Then, there is no way currently to get the money out of the country.  Then the buyer would inherit all the contracts which are not favourable for the aluminum part.  So escaping with a decent amount of cash is not in the cards.

An expansion in Iceland might mean that the partner puts in all the money and then AXY has a smaller share of a bigger asset
