Assumed if has a total of 30% shares as at Jan 8 2016, he still needs to get 47% (about 230 M shares) from open market...Average daily trading vol of COS is 2 M shares, assume SU kept on buying 1/4 each trading day, oh goodness, SU will need 460 trading days ...During this lengthy 460 days, those who have tendered their shares (30%) won't want to get tied up to SU forever....oil price will change as well.... Interesting scenario of SU buying from open market to close the deal !

Keep in mind that several million shares have traded since the anouncement was made. Do you not think that those people that just bought them will be tendering them? I would say YES.
I am thinking that more than 30% of people are going to be tendering their shares on Janary 8th. I am thinking somewhere around 55%.
I sold all my holdings the day it was anounced for a quick profit and bought a few more times to trade, sold at a small loss in the 8.30's a few weeks ago, glad I did looking at today's close.
I would of voted YES at the time.
