Down ticked in final seconds

If the TSX venture is going to survive and maybe flourish again that down ticking in the final seconds has to be made illegal. If upticking a stock is illegal but downticking is not that is a serious problem that needs to be addressed. I been seeing this for years and years now on many stocks and it should not be allowed.
